Brief specification description or basic overview of the project: In order to implement the principles of "reduction, resource utilization, and harmlessness", Nanhai New City follows the requirements of "bigion and small classification" for domestic waste, and carries out classified collection and transportation of wet waste generated by residential areas, enterprises, construction sites, schools, and shops within its jurisdiction a daily basis. It standardizes the disposal system, improves the living environment, and ensures that wet waste is cleared up on the same day it is produced. During the operation process it strictly follows the collection and transportation requirements, adhering to principles such as fixed time, fixed place, fixed person, and fixed vehicle, ensuring that the vehicle appearance is clean free of dirt and stains, and with accurate and clear signs.

二、申請(qǐng)人的資格要求
2. Qualification Requirements for Bidder
(a)滿足《中華人民共和國(guó)政府采購法》第二十二條規(guī)定；

(b)落實(shí)政府采購政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高小微企業(yè)在政府采購中的份額，扶持小微企業(yè)政策：本項(xiàng)目（是）專門面向小微企業(yè)采購，評(píng)審時(shí)小微企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserved share, increase the share of small and micro enterprises in government procurement, and preferential policies for small and micro enterprises: this project (is) specially open to small and micro enterprises procurement, and small and micro enterprises products are not subject to price discount preferential during evaluation. (2) Support the welfare institutions for the disabled, and treat them as small and micro enterprises.
(c)本項(xiàng)目的特定資格要求：3、符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn) (略) 政府采購改革的指導(dǎo)意見》（滬財(cái)采〔2024〕12號(hào)）第17條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購活動(dòng)。
4、本項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program: 3. Suppliers that meet the requirements of Article 17 of the Guiding Opinions on Docking with International High-Standard Economic and Trade Rules and Promoting the Reform of Government Procurement in Pilot Zones (Shang Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project.
