Brief Specification Description: In order to implement the spirit of the "Notice on Issuing the Management Measures for Subsidies for Elderly Care Services in Shanghai" (Hu Min Gui [2024] No. 17) and the "Notice on Adjusting the Standards for Subsidies for Elderly Care Services in Shanghai" (Hu Min Gui [2024] No. 1) issued by the Shanghai Municipal Government and the Shanghai Municipal Finance Bureau, effectively solve the elderly care service needs of the elderly in this town, and improve the quality of life of the elderly in this town, this package intends to select a qualified supplier through public procurement to provide home care services for the elderly in Heqing Town. The service scope of this package is the southern region (south of Gaoke East Road). Suppliers participating in this response can respond to one package or multiple packages simultaneously, but each supplier can only complete one package. 二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(b)落實(shí)政府采購政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施：本項(xiàng)目不是專門面向中小企業(yè)采購，評審時小型和微型企業(yè)享受10%的價格折扣。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures: This project is not specifically aimed at purchasing from small and medium-sized enterprises. During the evaluation, small and micro enterprises will enjoy a 10% price discount. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本項(xiàng)目的特定資格要求：（3）須系我國境內(nèi)依法設(shè)立的法人或非法人組織；
（4）本項(xiàng)目不允許轉(zhuǎn)包。
