(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高小微企業(yè)在政府采購中的份額，扶持小微企業(yè)政策：本項目（是）專門面向中小企業(yè)采購，評審時小微企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve a certain share, increase the proportion of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project is specifically targeted at procurement for small and medium-sized enterprises. During the evaluation process, no price discounts or promotions will be applied to products from small and micro enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本項目的特定資格要求：（1）未被“信用中國”（http://**.cn）、中國 (略) （http://**.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
（2）符合《關(guān)于對接國際高標準經(jīng)貿(mào)規(guī)則推進 (略) 政府采購改革的指導意見》（滬財采〔2024〕12號）第17條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。
（3）本項目不允許轉(zhuǎn)包。
